One of the changes of the bill is increased fees for South Carolina notaries. The new notarial fees are as follows:
Acknowledgement: $5 per signing
Oath or affirmation without a signature: $5 per person
Signature witnessing: $5 per signature
Jurat: $5 per signature
Verification of fact: $5 per certificate
Notaries may change a travel fee, but only if it is
o a. decided before the notarial act and
o b. the notary explains the travel fee is separate from the notarial fee and is not mandated by law.
A notary public is not required to charge a fee.
Other highlights of the bill include:
Requires the applicant to be able to read and write English
Contains clear definition of notarial terms
Defines what a notary public can and cannot do. For instance, the bill outlines what to do when a mark is used as a signature, and dictates a notary cannot complete an act for a blank document.
