New Competency Exam Requirement for Arizona Notaries Begins July 1, 2025

To help protect the public from fraud and reinforce the integrity of Arizona’s notarial system, the Office of the Secretary of State is implementing a notary competency examination, as required by A.R.S. § 41-270. Starting July 1, 2025, all new and renewing notaries public in Arizona will be required to pass this examination before applying for or renewing their commission.
Why This Change?
The goal of the exam is to:
- Ensure notaries meet a baseline of knowledge
- Reduce the risk of financial loss caused by improper notarizations
- Increase public confidence in notary services throughout Arizona
As a notary, you play a vital role in protecting the public from fraud. This exam helps reinforce that responsibility by ensuring each notary understands the laws, duties, and ethical practices expected of them.
What You Need to Know About the Exam
Launch Date: The exam becomes mandatory on July 1, 2025
Early Access: You can begin taking the exam starting May 1, 2025
Format: 45 basic, open-book questions
Time Limit: 60 minutes
Passing Score: 80%
Cost: $46.75 per attempt
Where: Administered by Prometric, the exam can be taken at one of their ten Arizona test centers or online
If you fail the exam, you’ll need to wait 30 days before retaking it. After the third attempt, you will need to wait one year before retaking it.
What Should You Study?
All exam questions are based on the Notary Public Reference Manual, which will be your most important study resource. We strongly recommend reviewing the manual thoroughly before scheduling your exam. You can access it on the Arizona Secretary of State’s website.
Don't Let Your Commission Lapse
If you are becoming a notary or renewing on or after July 1, 2025, plan to take the exam early. Because there is a 30-day waiting period between attempts, it’s best to allow yourself time to retake the exam if necessary to avoid a gap in your notary commission. Early compliance ensures a smooth renewal process.
