When obtaining and using a record book, notaries generally devote their most careful consideration to "now" matters: choosing a desirable format and design; creating thorough entries; and doing both in compliance with applicable state-specific requirements.
There is, however, an essential "later" component of notarial recordkeeping. Without it, the purpose of recordkeeping is undermined and many Notaries may find they have failed to fully comply with their state laws.

This Proclamation gives all commissioned Alabama Notaries the ability to officiate for notarization of wet-signed paper documents, using videoconference technology to enable presence before the Notary of the principal signer and any witnesses.
An earlier Proclamation limited this authority to Alabama Attorney-Notaries and Notaries being supervised by an Alabama Attorney, but those limitations are now lifted. The April 2, 2020 Proclamation granting these powers expires at the end of Alabama's declared public health emergency unless it is rescinded or extended.
American Society of Notaries offers the following procedural steps for consideration.
To fight the spread of coronavirus, Notaries in many states are temporarily authorized to perform notarial acts using audio-visual technology instead of requiring the physical presence of the principal signer.
For Notaries whose states have not temporarily waived or suspended the physical presence requirement, American Society of Notaries offers these social distancing procedures for consideration.

Effective April 8, 2020
Remains in effect until terminated by the Office of the Governor or until the March 13, 2020 disaster declaration is lifted or expires.

PLEASE NOTE: The permissions granted under the Governor’s Executive Order apply only if the notarization is for a self-proved will, a durable power of attorney, a medical power of attorney, a directive to physician, or an oath of an executor, administrator or guardian. Notaries asked to officiate as provided in the Executive Order must carefully assess whether the document to be notarized is any of those listed above.

April 2, 2020 - In effect through June 30, 2020, at which time the Online Notary Public Act becomes operative by its own terms. These emergency regulations will be replaced with codified regulations.
The Nebraska Secretary of State has adopted emergency rules effective April 2, 2020 to immediately implement Nebraska’s Online Notary Public Act, Neb. Rev. Stat. §§64-401 through 64-418. The emergency rules temporarily lift some requirements of law (for example, under the rule an Online Notary Public applicant need not take an approved course as a condition of registration, but still must take the course within 30 days of being notified by the Secretary of State that the course is available).

On April 1, 2020, Governor Pete Ricketts waived the delayed (July 1, 2020) effective date provision of Nebraska’s Online Notary Public Act, and ordered the Secretary of State to “immediately commence implementation of the Act.”

In response to the COVID-19 pandemic, the Governor of Alabama has issued a supplemental proclamation that includes a provision allowing Alabama Notaries who are also licensed Alabama attorneys or who are being supervised by a licensed Alabama attorney the use of "videoconferencing programs" for the duration of the public health emergency unless rescinded or extended by proclamation.
Notary Public Underwriters Agency of Texas, Inc. advises all Texas Notaries that by order of Governor Greg Abbott, the Texas Department of Public Safety (DPS) has temporarily waived expiration dates for certain Texas identification cards, including Driver Licenses, Commercial Driver Licenses and other identification forms. This measure suspends the need to venture into a public setting in order to renew an expiring or expired license.
